Security breaches are view like muggings or other "attacks" and fall into the same category as floods and natural disasters - it can't happen to me and/or here. That's why real infosec awareness and protection is as difficult as disaster recovery planning in most organizations - people just tune it out by nature until it actually happens to them. In class action suits, the attorneys filing suit must give members of the class the option to opt-out so they (you) could choose to sue Classmates yourself or do nothing because you have not felt harmed by Classmates. However, such an opt-out form is usually structured so that if you did not reply to it, you become a member of the class by default (also very frustrating).
